中國(guó)政府獎(jiǎng)學(xué)金“高水平研究生”項(xiàng)目是由中國(guó)政府資助的面向國(guó)際學(xué)生的全額獎(jiǎng)學(xué)金項(xiàng)目，獎(jiǎng)學(xué)金包括學(xué)費(fèi)、住宿費(fèi)、生活費(fèi)和綜合醫(yī)療保險(xiǎn)費(fèi)（不含國(guó)際旅費(fèi)）。
The Chinese Government Scholarship "High-Level Postgraduate" program is fully funded scholarship program for international students sponsored by the Chinese government. The scholarship covers tuition, accommodation, living expenses, and comprehensive medical insurance (excluding international travel expenses).

Copies of academic records from first to last semester during the undergraduate, master, and PhD programs (if any) shall be provided, up to the most recent semester. These transcripts shall be issued and sealed by the attending university’s academic affairs office, graduate school, or student management department. Transcripts in Chinese or English can be provided. 五、申請(qǐng)流程 Application Procedure
1、CSC系統(tǒng)申請(qǐng)：登錄中國(guó)政府獎(jiǎng)學(xué)金來(lái)華留學(xué)管理信息系統(tǒng)（https://studyinchina.csc.edu.cn），選擇留學(xué)項(xiàng)目種類(lèi)B類(lèi)（Type B），輸入受理機(jī)構(gòu)編號(hào):10615（西南石油大學(xué)），填寫(xiě)信息后在線(xiàn)提交，下載《中國(guó)政府獎(jiǎng)學(xué)金申請(qǐng)表》。注：系統(tǒng)操作流程請(qǐng)見(jiàn)附件2。Application in CSC system: Log in to the Management Information System of Chinese Government Scholarships for Studying in China （https://studyinchina.csc.edu.cn）, select TypeB, enter the accepting organization: No. 10615 (Southwest Petroleum University), fill in the information, submit online, and download the Application Form of Chinese Government Scholarship.
Note: Please refer to Annex Ⅱ for the system application instruction.
2、學(xué)校系統(tǒng)申請(qǐng)【非常重要】：完成CSC網(wǎng)站申請(qǐng)后，還須在學(xué)校申請(qǐng)系統(tǒng)(https://swpu.17gz.org/)中提交申請(qǐng)，有關(guān)材料須與CSC系統(tǒng)中完全一致(注意：如果您不在西南石油大學(xué)網(wǎng)站上申請(qǐng)，我們將無(wú)法受理您的申請(qǐng))。
University system application 【Extremely important】: After completing the application on the CSC website, you must also submit the application in the University application system (https://swpu.17gz.org/), and the relevant documents must be completely consistent with those in the CSC system (Note: If you do not apply on the website of Southwest Petroleum University, we will not be able to accept your application).
3、學(xué)校初審：學(xué)校按照招生要求，對(duì)申請(qǐng)人資格進(jìn)行初審，初審?fù)ㄟ^(guò)后商請(qǐng)培養(yǎng)單位復(fù)審。
Preliminary review: The application will be reviewed in accordance with the enrollment requirements, and then the academic schools will conduct a further review.
4、學(xué)校復(fù)審：2026年3月15日前，學(xué)校各培養(yǎng)單位將組織專(zhuān)家復(fù)審，通過(guò)面試或筆試對(duì)申請(qǐng)人的學(xué)術(shù)能力、語(yǔ)言水平、教育背景、發(fā)展?jié)摿Φ冗M(jìn)行綜合評(píng)審。
Academic review: Before March 15, 2026, each academic school will organize expert review to comprehensively evaluate the applicants’ academic ability, language proficiency, educational background, and development potential through interviews or written tests.
5、發(fā)放預(yù)錄取通知書(shū)：學(xué)校將在通過(guò)學(xué)校復(fù)審的申請(qǐng)人中擇優(yōu)發(fā)放預(yù)錄取通知書(shū)。獲得預(yù)錄取資格的申請(qǐng)人須在2026年3月24日前再次登錄中國(guó)政府獎(jiǎng)學(xué)金來(lái)華留學(xué)管理信息系統(tǒng)（https://studyinchina.csc.edu.cn）提交預(yù)錄取通知書(shū)及其他所需材料。
Issuance of pre-admission notice: The University will issue pre-admission notice among the applicants who have passed the academic review of the University on the basis of merit. Applicants who have obtained the pre-admission qualification must log in to the Management Information System of Chinese Government Scholarships for Studying in China (https://studyinchina.csc.edu.cn) again before March 24, 2026 to submit the pre-admission notice and other required materials.
六、其他事項(xiàng) Other Notes
1. 西南石油大學(xué)將于2026年3月21日前通過(guò)電子郵件發(fā)送預(yù)錄取通知書(shū)，未收到預(yù)錄取通知書(shū)視為未獲得推薦資格。項(xiàng)目最終錄取結(jié)果將于2026年7月或8月公
布。請(qǐng)耐心等待。
Southwest Petroleum University will send the pre- admission notice via email by March 21, 2026. Failure to receive the pre- admission notice will be considered as not being eligible for recommendation. The final result of the program will be announced in July or August 2026. Please be patient.
2. 申請(qǐng)人必須確保申請(qǐng)材料的真實(shí)性，一經(jīng)查實(shí)材料不實(shí)，將取消申請(qǐng)人資格。
Applicants must ensure the authenticity of the application documents. Once the materials are verified to be untrue, the applicant’s qualification will be cancelled.
3. 中國(guó)政府獎(jiǎng)學(xué)金學(xué)生不得同時(shí)獲得地方各級(jí)政府和國(guó)內(nèi)高校設(shè)立的其他獎(jiǎng)學(xué)金（不含各類(lèi)一次性獎(jiǎng)勵(lì)）。一經(jīng)發(fā)現(xiàn)，取消中國(guó)政府獎(jiǎng)學(xué)金資格，已獲得的中國(guó)政府獎(jiǎng)學(xué)金必須退還。故意隱瞞資助情況者，三年內(nèi)不得申請(qǐng)中國(guó)政府獎(jiǎng)學(xué)金，包括取消其申請(qǐng)資格。
Chinese Government Scholarship students are not allowed to receive other scholarships established by local governments at all levels and Chinese university at the same time (excluding one-time awards). Once discovered, the qualification of Chinese government scholarship will be cancelled, and the awarded Chinese government scholarship must be returned. Those who intentionally conceal their financial support will not be allowed to apply for Chinese Government Scholarships for three years, including the disqualification of their applications.
4. 各培養(yǎng)單位通過(guò)電話(huà)或網(wǎng)絡(luò)對(duì)申請(qǐng)人進(jìn)行面試，請(qǐng)確保申請(qǐng)表中的電話(huà)號(hào)碼和電子郵件地址正確無(wú)誤。
Each academic school conducts interviews with applicants by phone or online. Please ensure that the phone number and e-mail address in the application form are correct.
5. 所有申請(qǐng)須在線(xiàn)提交，不接受電子郵件申請(qǐng)或紙質(zhì)材料申請(qǐng)。
All applications must be submitted online. E-mail applications or paper applications will not be accepted.
6. 請(qǐng)務(wù)必提供正確的電子郵件地址和郵寄地址。我們將通過(guò)電子郵件確認(rèn)每項(xiàng)重要信息，請(qǐng)務(wù)必每天查看。

Southwest Petroleum University does not allow any individual or intermediary agency to accept applications for Chinese Government Scholarships. All applicants should submit relevant information on the official websites of the China Scholarship Council (http://www.campuschina.org/) and Southwest Petroleum University (https://swpu.17gz.org/).
